By Madan Sharma: Chetan Singh, the Railway Protection Force (RPF) constable who shot four people dead on a moving train on Monday, is currently in the custody of the Government Railway Police. The shocking incident has sparked controversy and has also been termed a “hate crime” by some opposition leaders.
The incident took place on a moving Jaipur-Mumbai Central Express, near Palghar. Chetan Singh’s escort duty in-charge ASI Tika Ram Meena was also one of the people he killed.

India Today spoke to the constable’s family in Mathura, who described Chetan Singh as “tensed” and “under pressure”.
Talking about Chetan’s demeanour, his sister-in-law said, “His health was weak for a long time. He was undergoing treatment and was on medicines. A blood clot was also detected in his brain.”
When asked if Chetan had anger issues, she said, “There were no anger issues but he always remained tensed and under pressure. He lived away from family and there is no way to know if he took his medicines on time.”
Chetan got employed as an RPF constable after his father’s demise. His brother, Lokesh, works as a truck driver in Mathura.
Chetan Singh had been residing in the same house since April this year, two of his family members said, adding he shared a good bond with his family and children.
“Chetan Singh never got engaged in any disputes. He had been employed with the railways for the past 14 years after the death of his father and never had any conflicts with his colleagues,” his family said.
According to RPF constable Amay Ghanashyam Acharya, who was on the train, 33-year-old Chetan Singh said he was unwell and was shifted to another coach where he could rest on an empty berth.
However, he was requested to complete his duty and head for treatment thereafter, which he refused.
