Court docs: Man accused of 92 MPH Portland hit-and-run death had blood alcohol level more than 3 times legal limit

PORTLAND, Ore. — The suspect accused of killing a 66-year-old man in an October hit-and-run had a blood alcohol level of more than 3 times the legal limit during the crash, recent court documents reveal.

Vichea Pok, 39, is facing charges of manslaughter, DUII, reckless driving, and reckless endangerment.

The incident happened on October 22, when police were called to East Burnside and 82nd Avenue. Upon arrival, they found a minivan crashed into a metal pole, an engine block in the middle of the road, and scattered debris. A deceased man was found in the nearby Walgreens parking lot.

The victim was identified as James Fenimore, 66.

According to court documents, Pok, the driver of the minivan, had been ejected from his seat and was breathing but unresponsive.

Prosecutors report that Pok was transported to OHSU for a blood draw, which found his blood alcohol level to be .263 – more than 3 times the legal limit.

A crash reconstruction team estimated that Pok was driving 92 miles per hour five blocks prior to the crash site.

Video surveillance from a homeowner showed victim Fenimore walking northbound on the sidewalk near 82nd Avenue when Pok’s minivan drove onto the sidewalk at high speeds, striking Fenimore before colliding with the metal pole.

Pok was taken to the hospital after the crash to be treated for serious injuries. According to court records, Pok previously pled no contest to DUII in 2011 and entered diversion, then had his driver’s license reinstated in May 2022.

Pok was released from the hospital on November 6, and arraigned on multiple charges. He remains held in Multnomah County Jail and is due back in court on November 15.
